Stakeholder and Community Consultations 2023

ECU conducted a consultation process in 2023 with stakeholder organisations and community members to:

  • Gather community and stakeholder insight into service gaps in the far northern metropolitan corridor;
  • Identify the health and wellbeing priorities of the Yanchep community; and,
  • How those priorities could contribute to the design of the ECU Health Centre Yanchep West, reflecting the local landscape and cultural heritage.

The consultations process had two main components:

  • An online survey open to the general community;
  • Three Forums for organisational stakeholders, community representatives, and online respectively.

Two final-year students from ECU’s Public Health course worked on the consultations process for several months, including attending Forums, analysing survey data, and producing the Final Report. Each student completed a 75-hour work-integrated learning placement, ensuring the ECU Health Centre Yanchep project is providing educational opportunities for the future health workforce from its early inception.

Outcomes

Analysis of the online survey results and feedback through the Forums showed a number of clear themes regarding the mix of health services needed in Yanchep and surrounding areas. Stakeholders and community members overwhelmingly supported an accessible health centre, providing a comprehensive range of health services.

The consultation survey had over 330 responses from general community members. Together with feedback generated at the Forums, the priority health services identified included:

  • Sonography/ultrasound services;
  • Mental health services;
  • Child and maternal health services;
  • Cancer services;
  • Chronic disease management services;
  • Multidisciplinary therapy (e.g. physiotherapy, occupational therapy, dietitian/nutrition, speech pathology);
  • Social support and counselling; and,
  • Aged care services.

Although outside the remit of the ECU Health Centre Yanchep project, there was also strong community and stakeholder demand for a hospital located in Yanchep to meet the needs of a rapidly growing population with complex health needs, demonstrated through qualitative comments in the survey and reflected in commentary at the consultation forums.

In relation to building design, common themes identified included that the ECU Health Centre Yanchep should:

  • Be a welcoming and inclusive environment;
  • Incorporate the strong Whadjuk Noongar cultural heritage of the Yanchep area;
  • Reflect the local landscape, from the bush (Yanchep National Park) to the beach (Yanchep Lagoon);
  • Be based on principles of environmental sustainability and responsibility;
  • Prioritise accessibility for all members of the community; and,
  • Include flexible, multipurpose, and interchangeable rooms which can accommodate individual and group activities.

The consultation process has generated evidence for what type of services are in highest demand to meet community needs, the spaces required to accommodate those services, and the look and feel of the ECU Health Centre Yanchep precinct – in harmony with the environment, reflecting local Noongar history and landscape features, and inviting clients, patients, and community to engage with the services.
